Comprehensive plans are laudable documents that require years to create. But in order for such plans to be relevant, they must be drafted in such a way that they are open to revision while still retaining their overall vision. In New York City, for instance, planners issue yearly progress reports detailing their successes and challenges in implementing PlaNYC. When the city can’t implement a piece of its plan—for instance, when the New York state legislature refused to permit congestion pricing in Manhattan, thus derailing a key component of the city’s transportation planning—the plan must be adjusted accordingly. Comprehensive plans may be visionary documents, but they exist in the messy and apparently irrational world of politics. But politics has its own rationality, and planners must be prepared to understand the politics of their cities if they are to get anything done.
