Though Enver and Rebiya Kadeer became dissidents for very different reasons, both paid a heavy price for denouncing Chinese-government policy in Xinjiang. As Stuart Tanner puts it: ‘It takes some very brave individuals who take the risks of exposing these things in order to show the world what’s going on.’ Their very different stories demonstrate the government’s long-standing determination to prevent open discussion of the social and economic problems that Uyghurs and people from other minorities face in Xinjiang, an approach that hinders any attempt to solve these issues. Instead, the government has launched one grand initiative after another, each of which it has subsequently proclaimed a success. At the end of the 1990s, and in the wake of the many issues raised by the Yining protests, the government unveiled its latest great plan for Xinjiang.
