Shelters are a necessary resource for some people in distress, but shelters aren’t a solution for homelessness. Shelters are not homes for the homeless. A roof over one’s head does not constitute it being a home. When a community creates a shelter, it means that they haven’t created other safety-net systems to catch people before they fall.

Shelters are popping up everywhere – over-emphasis on them can actually prolong the homeless crisis. To make up for the lack of available, affordable units, cities may rely on shelters to pick up the slack instead of creating more affordable housing and housing assistance.

Shelters vary in type, design, structure, services, professionalism, and quality of care. This variability is important to consider. Some are run by caring, well-trained staff who provide good accommodations and care at a reasonable cost, while others don’t. Many are mom-and-pop shelters created by altruistic individuals, faith-communities or organizations, while others are part of multifaceted big business. Some are supportive, some are punitive, some are respectful, some are demeaning. All shelters are not the same.

Once a shelter is built, they are there to stay. Increasing numbers of them are built to meet this new demand. They expand their structural, administrative, and service components. They develop affiliates. And somewhere in all of this is the tired, weary, dispirited person who has lost all options and has to resort to asking the shelter for help.
