THE RESURRECTION OF ION DIACONESCU

In November the NATO ambassadors’ lunch rotation returned to the German embassy. It was my turn to be rapporteur. The major developments: the election of Ion Diaconescu as head of PNT-CD (the previous party leader, Coposu, died two days later) and the potential pollution from a Bulgarian nuclear plant that had recently resumed operations and was similar in design to the failed Russian plant in Chernobyl. So there was good reason for concern but nothing to be done by NATO ambassadors eating lunch in Bucharest other than shake our heads and hope for the best.

When I met with Diaconescu a few days later, I realized that his views were close to those of Coposu, but he was not as stern or as self-righteous. Clearly, PNT-CD had a generational problem. The old guard led by Diaconescu had no experience governing, and in any event they were too old to take on the rigors of public office. I predicted that they would likely hold on to leadership until after the 1996 elections, but then the party would need new blood or would face a major challenge four years later (2000) in the next national elections. In 1996 Diaconescu stuck with Emil Constantinescu as the party’s choice to run against Iliescu for president. After the PNT-CD won the 1996 elections, it tried to find qualified people to govern, but for the most part failed. It awarded key ministries to members of the Social Democratic Party (PD), its coalition partner, but even this was not enough to stave off defeat at the polls. PNT-CD did not receive enough votes in the 2000 elections to be represented in Parliament and the party ceased to be a force in Romanian political life.
