The creation of the Works Progress Administration and announcements of the forthcoming liquidation of the relief administration without any reference to the purchase and distribution of surplus commodities has (a) not been consistent with plans being carried out by the Department of Agriculture, and (b) has tended to break the morale of state commodity distribution divisions as indicated by conflicting plans, including a premature attempt to eliminate work projects for conservation of local food surpluses, a frantic searching for jobs by state directors of commodity distribution and their staffs in Work Progress Administrations and other Government agencies, and a noticeable reluctance on the part of relief administrations to accept further allocations as made by the Distribution Division of the Federal Surplus Relief Corporation, of surplus commodities now being purchased by the Department of Agriculture.39
