Bacon’s membership on the Commission on Child Welfare and Social Insurance and her role as chair of its subcommission on child welfare were highlights of her efforts on behalf of Indiana’s children. But her contributions did not stop there. Once the commission’s recommendations were submitted she worked tirelessly to see that they were implemented. She was especially interested in improving the state’s system of juvenile justice, and sought advice from the Children’s Bureau throughout the summer and fall of 1920 as the commission drafted the bill it would recommend to the General Assembly. Early in the new year she sent a copy of the document to Lathrop, observing that “the bill is not what we want, but we feel it will do a great deal, if it gets through.”57 To ensure that it would “get through,” Bacon once again journeyed to Indianapolis to attend the General Assembly. As she reminisced six years later:

In 1921 I was there a good part of the session, working almost alone, to get the Juvenile Probation Department created. I “personally conducted” the campaign and chaperoned the bill through both houses, as I did the housing laws[,] through the hands of committees, clerks, &c &c &c. No one cared much for it except Sen. [Carl] Holmes & the “father” I chose for it in the house abandoned it & I had to find a foster father. I pulled it through the last hour of the last night of the session & saw it on its way to the Governor.58
