This was not the kind of thing any wartime government needs, and not something people in Stalin’s Russia were used to. It was the first of many leaflets and anonymous letters from the ‘Rebel’ over the next twenty-one months. Leningrad under siege, under German bombardment, its population dying of starvation and cold, the survivors sustained by a thread across ice and water, became the desperate setting for a fascinating detective story.

The NKVD was desperate to track down the ‘Rebel’. At first the internal security and police forces concentrated on the October Station area, and on the 18,000 people employed there. The syntax of the leaflets was clumsy, suggesting the author was not an educated person, but that could have been to throw them off the scent — like Jack the Ripper’s ungrammatical ‘Dear boss’ letters.67 The NKVD checked the handwriting of all 18,000, including the office workers. But they drew a blank.

Another lead took the NKVD to the Kartontol’ factory, and the ‘Horse traction’ workers’ cooperative, with a total of 227 employees. All their handwriting was checked but that, too, produced no results.68Early in 1942, the ‘Rebel’ was still at large.
