According to the India Today report, it took a series of fiscal measures to help the state tide over the financial setback caused by the mining ban. These included a drastic cut of expenses. Auctions of ore lying in mines and at ports and taxing dump sites brought in Rs 800 crore in 2013. Goa plans to increase revenue per tourist and has the ambitious goal to achieve a growth rate of over 10 per cent going forward.

It improved its performance and attained 2nd position (2013) from 10th position (2011). It maintained first five positions in Health (2nd), Investment (2nd), Macro Economy (3rd), Education (4th), Governance (4th) and Consumer Market (4th) and Agriculture (4th). It has to improve on Infrastructure (7th). In governance it slipped from 1st position to 4th. The Macro Economy improved from 9th to 3rd position. It has to establish necessary irrigation infrastructure to bring more areas under cultivation, adopt hybrid technologies and system-oriented approach for pre- and post-harvesting techniques and implement agro food processing mission in a big way to increase the agricultural GSDP. In education, it has to focus on improving the school infrastructure, increasing the teacher-pupil ratio and ratio of boys to girls in elementary education. The dropout rate needs to be brought down.
