The Japanese Diplomatic Reaction to the Shandong Resolutions

The Japanese were proud of their success at the Paris Peace Conference. They had gone to Paris with certain objectives and had met most of them. Concerned, as it turned out justifiably, that Japan’s hard won victories on the battlefield might be taken away at the negotiating table, Japan was able to present an array of agreements on the Shandong question. China’s portrayal of Japan’s claim to Shandong as blatant imperialism angered the Japanese. In response, Tokyo proclaimed on numerous occasions its intention to return the Shandong concession in full sovereignty to China. Clearly, “saving face” was also important to Japan.
