Since he attended the Fourth Lateran Council in 1215, Bishop Vincent was well informed about the contemporary vision of religious warfare. His discourse reflects the hope and faith that secular leaders have put into religious-military orders. The Bishop was very skilful in choosing his words regarding the Polish wars in Prussia. In a similar manner to Bernard, Vincent tried to justify the Polish right to conquer Prussia with theological arguments. What we know is that Vincent is the first example of a direct association between a pagan population in the Baltic region and Muslims. Both groups seems to share the same status in the hierarchy of the enemies of Christ. The Prussians are no longer those barbarian neighbours, dangerous only for their incursions into Poland. By the first decade of the thirteenth century, they have become stronger, and the Polish kingdom was fragmented. In 1209 Pope Innocent III authorized the Cistercian monk Christian of Oliva to convert the Prussians. The Duchy of Masovia ruled by Conrad I, and especially the region of Kulmerland, became the object of constant raids by Prussians who refused to pay tribute to the Polish duke. In response, Conrad called on the pope for help several times. In order to secure the protection of the Christians, together with the first Bishop of Prussia, Christian of Oliva, Conrad founded a local militia which in 1228 became the Order of Dobrin (DobrzyÅ) or Fratres Milites Christi de Prussia.20 The Order of Dobrin did not have enough knights so Conrad summoned the Teutonic Order for help. In 1228, the Teutonic Knights arrived in Prussia, where they engaged in fighting with the Prussians to prevent their incursions into Kulmerland. In 1235, the majority of the Knights of Dobrin joined the Teutonic Order, as allowed by a papal document known as the Golden Bull of Rieti.21
