His belief in the moral basis of libertarianism was strengthed by the miners’ dispute. He wrote that the growth of the state had fostered the creation of interest groups who further restrict liberty in their own interests: ‘When individuals or groups of individuals object, if they speak their mind fearlessly, or if they refuse to co-operate, physical violence is often used to persuade them. This has characterised the miners’ dispute.’ Above all, though, what animates Hart in his ‘soul politic’ is idealism, pure and unashamed, but an idealism the opposite of that which drives socialists. Hart calls it humility: the idealism of the non-interventionist:

Libertarians believe that the institutions that have a benign influence on humanity are not and cannot be the creation of single minds, but are the result of the interaction of many minds upon one another over long periods of time. They believe that the spontaneous order which results from this interaction is far superior to any order which can be planned or conceived by any one person or group. This spontaneous order represents a process of millions of trial-and-error discoveries, accumulated over countless years. It is the product of a society that has survived where others have not. It represents the highest wisdom of that society.

For this reason and because of the profound respect they bear for their fellow men, a respect that in any other age would be called love, libertarians approach with extreme caution any intervention in the lives of others, as they do in the institutions that others, with the help of time, have evolved.4
