The British people awoke on bank holiday Monday 3 August quite unaware that their government was tottering, and quite unaware that on Sunday their government had made a historic policy choice for the nation – to join France in any major war that opened on the Continent. No newspaper gave details of what had happened at the two Cabinets of Sunday. Similarly, outside a small circle at the top of both major parties, nobody knew of the Cabinet resignations. The newspapers simply informed the nation that Britain’s policy would be explained when Sir Edward Grey rose to speak in the House of Commons in the afternoon.
