The problem with the government is low-quality cadres

In Tiananmen Square, protesters argued that the Chinese Communist Party was unfit to rule, in part, because its leaders lacked education, and therefore suzhi. The Western media coverage of the Tiananmen Protests focused on the students’ demand for democracy. However, when surveyed, students claimed that the purpose of the movement was to end political corruption.39 According to their speeches, posters, and banners, all of China’s problems (inflation, inequality, etc.) were due to rapacious political officials, who exploited rather than served the people.

These “people’s public servants” have used the blood and sweat of the people to build palatial retreats all over China … To buy foreign luxury vehicles, and go abroad on pleasure trips with their children, and even with their children’s nannies! … While the country suffers, a tiny handful benefit, and the people end up shouldering the debt.40

Why were China’s political leaders so corrupt? According to the student protesters, it was because they lacked a sufficient level of education. As one dissident explained:

We can now see that the proletarian Party in China lacks the promise that Marx had described. For historical reasons, the Chinese proletariat inevitably was congenitally deficient: their number was small, relatively young, and at a low level of cultural development and education.41
