Science librarians who want to begin offering RDM services have a variety of opportunities before them. Many scientists and their teams are unaware of data-management policies and mandates or are unwilling to undertake the effort due to a number of factors, resource scarcity being primary among them (Ware and Mabe, 2015 p. 141; Ferguson 2014). In fact, the White House Office of Science and Technology Policy memorandum on public access to federally funded research materials specifies that federal scientific agencies should identify “resources within the existing agency budget to implement” their plan to share data. However, it continues that agency plans should “allow the inclusion of appropriate costs for data management and access in proposals for Federal funding for scientific research” (Holdren, 2013).
