Coleman’s published study, Utopia on Trial: Vision and Reality in Planned Housing, didn’t identify individual estates, but Robin Hood Gardens in Tower Hamlets apparently scored fourteen (out of sixteen) on her ‘design disadvantagement’ scorecard.20 The American architectural historian and design theorist, Charles Jencks, criticised the estate’s rather narrow ‘streets in the sky’ as ‘dark, smelly, dank passage-ways, places where, as Oscar Newman has argued … crime may occur more frequently than elsewhere’.21
