The Juvenile Justice System in Minnesota

Youth under age 18 presently account for approximately 1.3 million of Minnesota's 5.4 million residents (Swayze & Buskovick, 2014a). Under Minnesota law, children under the age of 14 years are incapable of committing crime (Minnesota Statutes §609.055). Anyone who commits a crime when he or she is between the ages of 10 and 17 is considered a juvenile offender (see Table 6.2 ). With a few exceptions for especially violent crimes, most juvenile cases remain in the juvenile court. Younger children are referred to the child welfare system.
