The Basic Survey of the Wage Structure (BSWS) published by the Japanese Ministry of Health, Labour and Welfare provides a data set for this study. Wages reported in the BSWS are cross-classified by gender, industry, education, firm size and occupation. Then wages are divided into age clusters having five-year intervals. Wages are provided as cell means for each cluster, together with completed years of tenure, standard working hours and overtime. The BSWS provides grouped data.
Three kinds of wages are provided in the BSWS: basic monthly wages; regular monthly wages; and annual bonuses. The first type of wage is the basic component of monthly wages; the second type includes various kinds of allowances. Bonuses are basically paid twice a year for full-time workers in Japan. This data set contains the amounts of bonuses given as annual payments. Although the three kinds of wages are described above, how wages are measured in this study must be explained. Wages analysed are log hourly wages, estimated as the log total monthly wages divided by total hours worked in a month. These wages are adjusted by the consumer price index in each year to calculate real wages.
This study is concerned with only regular male workers between the ages of 15 and 59. Regular workers in this dataset are defined as being employed without any specified employment duration. The nature of their employment is considered to be relatively stable. One recent major change in the Japanese labour market may be described as an increasing share of part-time workers. In general, part-time workers now account for about one-third of Japanâs labour force. Since the BSWS does not provide information on a complete set of part-time workers, this study unfortunately excludes them. Five survey years are taken: 1985, 1990, 1995, 2000 and 2005. Various wage changes are estimated and compared for the first period (1985â90), the second (1990â95), the third (1995â2000), and the fourth (2000â05), and then for the entire period (1985â2005).
