Those ministries not necessarily in order of your exposure are:

The Ministry of Foreign Relations of which Ecuadorian consulates and embassies are a part. Consulates can notarize, certify documents and grant a12-IX 6-month tourist visa. They can also grant NON-Immigrant visas, which includes 12-I through12-X visas. They have no authority for and often give wrong information about immigration or other types of residence visas.

The Exterior Ministry or Dirección General de Extranjería, of which Ecuadorian Immigration is a part. This ministry is the first you meet at the airports in Quito or Guayaquil, and who put the 90 day T-3 visa stamp in your passports. It is also this ministry who grant immigrant 9-I through 9-VI residence visas, passports and citizenship. They have offices in Guayaquil, Quito, Cuenca and Manta.

The Ministry of Interior or Ministero del Interior has many functions, mostly enforcing laws. The National Police of Ecuador is part of this ministry. For those wanting a residence visa, this ministry will provide a Migratory Movement Certificate, which is a one page document listing all of the visa stamps in your passport. It is a required document to obtain a visa.

Ecuadorian Customs or Aduana del Ecuador. This is the ministry who will often search your luggage at the airport and will collect taxes and duty for things you bring into the country. I will not attempt to deal with what you can and cannot import except to say that firearms and ammunition are absolutely prohibited along with many drugs except prescription drugs. You are allowed to bring 2 cell phones per person, but you cannot ship cell phones into Ecuador. Other personal electronics are usually not a problem,

The Registro Civil, which is related to the Interior Ministry. This ministry deals with births, deaths, marriages and ID cards and is where you apply for the cedula.
