Restorative Justice

1. Pressure must be brought to the Liaison Committee on Medical Education, the national accrediting agency for medical schools, to require education about race in the curriculum. Medical education must be mandated to directly address the pattern of poor treatment of blacks in both doctors’ offices and hospitals, including exercises on explicit and implicit bias and addressing the common misperceptions in the medical community involving black patients.

2. Infrastructure projects need to prioritize building hospitals and providing EMS services in poor and black communities to the same level of service as whites enjoy.

3. Doctors who locate in underserved communities (including those already practicing there) need to be encouraged and rewarded. This could be based on the number of doctors per a given geographic population or the racial dispersion of doctors of color. These doctors should receive a stipend for each year they stay in underserved communities and have high client satisfaction reports.

4. Research has shown that improvements in social arrangements improve blacks’ access to health care and health outcomes. To the extent we as a society address housing segregation, poverty, education and food access, we will have addressed many of the underlying sources of the problem of racism in health care.
