After drafting the proposal for a march on Washington, Rustin returned to Dar Es Salaam in February to carry out more work for the World Peace Brigade and its efforts to assist Africans seeking independence from their colonizers.

Dear Friends,

Greetings to Mr. Randolph and others in the office.

Dar Es Salaam is very hot this time of year but there is usually a good breeze from the sea and nights are cool and sleep comes easily.

. . .

The white people may talk of the backwardness of Negroes but the rate of progress being made here is wonderful. The spirit is high and every person seems to be working for a common end.

I have seen the president, Mr. Nyerere, and the vice president, Mr. Kawawa, and their plans for this nation are truly great. It makes one feel good to be black.

Although he was pleased with decolonization in Africa, Rustin sensed that nonviolence would not endure for much longer in the area where the World Peace Brigade was most active (Tanzania and Zambia, for example), especially because the governments were no longer showing the type of hospitality that the WPB had enjoyed earlier. With this in mind, Rustin closed the WPB nonviolent training center before he returned to the United States at the beginning of March.
