VOINOVICH AND OAKAR. During the administration of Mayor Voinovich, Cleveland City Council introduced significant changes to the office of mayor and for the members of City Council—changes not seen since Cleveland was under the city manager plan. In 1981, the terms for mayor and council member were doubled from two to four years, and the number of council members was reduced from 33 to 21.
