But did these relative positions amount to Britain gaining some kind of comparative advantage in the pursuit of postwar economic recovery? If so, how effectively was it exploited? If not, what was the reality which lay behind the appearance?

The harsh nature of economic conditions in Britain in the immediate postwar years is well chronicled, though perhaps the emphasis has been too much in the direction of allowing the facts to speak for themselves. Whilst Britain experienced many problems in common with other mayor economies, it faced others of a more exceptional kind which were to have a decisive bearing on its longer-term position in the world economy. In an attempt to answer the questions posed, in the remainder of this chapter and the following one, it is necessary to begin by examining the interrelationships between immediate needs, economic policy and economic potential.
