At half-past ten on the morning of Thursday, 3rd September, the Russian flag broke from the flagstaff of the town hall of Lemberg. The population welcomed the conquerors with wild enthusiasm. Huge quantities of stores of every kind fell into Russian hands, and the total number of prisoners taken in the fighting of that week cannot have been less than 100,000. The Russians behaved with exemplary restraint. There was no looting, or any kind of outrage. A Russian governor, Count Bobrinsky, was appointed, and the city was carefully policed. The Grand Duke Nicholas issued a proclamation to the many races of the Dual Monarchy, which was skilfully framed not only for Galicia, but for the discontented peoples beyond the Carpathians.
