Connect to Needs Assessment

During the needs assessment process, this question should be asked: “What is being done, or not being done, on the job that is inhibiting the business measures that need to improve?” When this question is answered adequately, a connection is made between application measures and business measures. When this is addressed, the activities or behaviors that need to change are identified, and they serve as the basis for data collection. In essence, application measures are identified in the needs assessment, making it much easier to conduct an evaluation at this level.

Too many initial analyses focus on either impact measures, which define the business measures that need to be improved, or learning, which uncovers what people do not know. More focus is needed on performance needs, which involve the tasks, processes, procedures, and behaviors that must be in place or change for successful implementation.
