In planning the Desert Storm air campaign, the system mind-set was the real differentiator, the “magic” that ultimately led to such a rapid, decisive victory. That mind-set is based on some fundamental assumptions about changing systems.

Remember the Promethic Laws: “All systems have Centers of Gravity and the systems change when their Centers of Gravity change.” How do you apply this to strategy? Target your efforts where you can have disproportionate impact—the Centers of Gravity in the system. Hit these Centers of Gravity and you will see rapid, and potentially permanent, change in the system you’re attacking. Hit the majority of targets that are not Centers of Gravity, and the system will shrug off your efforts.

Again from the Promethic Laws: “The extent and probability of system change is directly proportional to the number of Centers of Gravity affected and the speed at which they are affected.” Systems have inertia and resist change. If we affect Centers of Gravity slowly, the system quickly “learns” how to repair itself, whereas rapid impact on Centers of Gravity significantly reduces the system’s ability to learn or to react.
