Poetically speaking, not one of Robert Burns’s best efforts, perhaps, but written from the heart, in 1786.

You take the high road…

In the Highland zone, whisky distillers could pay for an annual licence, based on the supposed capacity of their still(s). They were then free of excise duty on their whisky, so long as they had used only local-grown barley. There was, of course, only a limited amount of Highland barley available; the government thought that this would put a natural limit on Highland whisky production. Furthermore, after 1814, Highland distillers were no longer allowed to sell whisky outside the Highland zone. The government hoped that restricting the market in this way would also help dry up Highland whisky production.
