The decision about whether you should choose one-time signature or the other falls over what feels better when you count/conduct the piece of music. Are you comfortable tapping four times each measure, or does it feel like the music is too fast, and you can only tap twice per measure? This is what guides composers when they're choosing a time signature; they want something that will make their music easy to read and play.

This works perfectly for simple meters, but the rules usually change when you're trying to count or conduct compound meters. Time signatures such as six-eight time, nine eight time, and twelve eight-time aren't counted the same way. Conductors will usually count every three beats in these time signatures. So, if you have a song written with a six eight time signature, the usual way to conduct this is by tapping two times each measure, which means that each "counting pulse" will last three eight notes (or a dotted quarter note). It's just easier to count compound meters this way; it would be complicated and hard to tap the baton twelve times per measure in a twelve eight-time, so it's better only to tap four times.
