In a medium sauté pan or skillet, heat the 3/4 teaspoon oil over medium heat. Add the shrimp and wine and cook until the shrimp are evenly pink, about 2 to 3 minutes. Using a slotted spoon, transfer the shrimp to a bowl. When cooled enough to handle, coarsely chop the shrimp. Simmer the liquid for 30 seconds to 1 minute. Remove from heat and set aside.

In a large bowl, combine the mayonnaise, mustard, parsley, tarragon, chives, Tabasco sauce, balsamic vinegar, and pan liquid and whisk thoroughly. Add the 1/2 cup panko or bread crumbs and the shrimp. Season with salt and pepper. Mix thoroughly and add more bread crumbs if needed to bind. Gently form into 4 patties. Cover and refrigerate.
