Writing to the Viceroy on 22 June 1920, he pointed out that, ‘it is the right recognized from time immemorial of the subjects to refuse to assist a ruler who misrules.’ The reason he gave for non-cooperation was the unjust peace treaty Britain and her allies had inflicted on Turkey, which violated the religious feelings of the Muslims. Added to this was the outrage felt at the happenings in Punjab the previous year. Noncooperation was to be launched ‘for the honour of Islam and Punjab’ and Gandhi urged a special session of the Congress in Calcutta to accept it as its policy. He explained what it would mean.
