But if the workers come out in the only way they know to protest against conditions which are unbearable, the strong hand of the law is allowed to press down heavily upon us.”

That night, Perkins felt the guilt of having not done more. She heard the call to greater commitment. The tragedy might be used to save thousands more lives—or the moment might pass and be forgotten. When a Citizens Committee on Safety was formed, Perkins was hired as the executive secretary on the recommendation of Theodore Roosevelt, who knew her from work on other reforms. Years later, she would say the day of the Triangle factory fire was “the day the New Deal was born.”17
