He should have written ‘stocks’, not ‘rocks’. But he preferred the alliteration on r (and the tautology). Milton meanwhile got the phrase right in his sonnet ‘On the Late Massacre in Piedmont’:

Lie scattered on the Alpine mountains cold,
Ev’n them who kept Thy truth so pure of old,
When all our fathers worshipped stocks and stones …
