INTRODUCTION

As indicated earlier, in the background section of this book, Mary’s reign came in the midst of several long-term, profound, and painfully unsettling transitions in social and economic activity. It was then suggested that the roots of those problems were sufficiently deep to preclude the assignment of responsibility for them to any single government, and certainly not to Mary’s. It remains in this chapter to discuss in somewhat more concrete terms how the Marian regime attempted to deal with some of those difficulties, to evaluate its success, and to place its efforts in the wider context of Tudor domestic policy and administration. The most important of these aspects of Marian activity included (1) the regime’s efforts to facilitate better commercial relations abroad; (2) its attempts to strengthen the government’s fiscal resources; (3) its forthright intervention, often for the first time, in domestic commerce and industry; (4) its responsive interest in the problems of towns and cities; and (5) the resourceful initiatives which it took towards problems of charity and welfare.
