The feeling of the people toward the army is different. In some places it is friendly and in others it is hostile, and it is found chiefly to vary with the disposition of the commanding officer of the post in the neighborhood. If he be abrupt, arbitrary, and surly in his treatment of the people, they do not like him. If he is interested in their welfare, is kindly and polite in dealing with them, they do like him. Toward the civil government, however, which has always followed the policy of "attraction," as it is called in the islands, in dealing with the people, their attitude is an entirely friendly one. It is quite natural that it should be. It was through the coming of the Civil Commission that the rigor of military rule was softened and removed. It is
