Whatever the outcome of triangular relations, North Koreans could arguably be as insecure in 2005 as in 1995. To be sure, there could be more trading and more controlled economic cooperation and exchanges with South Korean and other nations. By 2005, North Koreans could be perhaps even better off by tapping into Japanese money, goods, and technology, and yet could remain prisoners of a repressive and politically “closed” system. Worse yet, a North Korea suspected of hiding nuclear arms would remain an outcast—and that situation in and of itself would continue to be worrisome to its neighbors.
