The guidelines answered some of the concerns raised by City Councils from Banà and Azua, but others were not contemplated in the March 19 1864 decree. The Civil Superior Government addressed other concerns regarding administration of income confiscation and expenses.
The Municipal Council from Bani questioned if it were possible that the children or rebelsâ relatives had the right to demand payment of the properties that belonged to them and also if they had the right, using the money generated by the properties that had been expropriated, to pay some debt to a third person.
Similar to this claim, the City Council from Azua, received great pressure from the city merchants, who were asking the Commission to use the income from confiscated properties to make payments owed by the rebels. They alleged that this infusion of money would contribute to improve the miserable condition of the local businesses.
Despite the opposition to this claim, the analysis of the documentation showed that its produce payments over certain confiscated properties. The cases of Ramon Fallo, Manuel Machado and Narciso Pastor, whose properties were confiscated, had pending debt with Bernarda Figueroa, Telesforo Objio and Ventura Alfau. Such debts were paid by the Commission.
But one thing was the guidelines and the other was the reality. The lack of income and liquid capital of the City Council made it impossible for them to address some of the ordinary responsibilities faced by the population. Due to that situation, it started to use the economic resources from the expropriation decree as an income to solve some of the pressing issues in the provinces.
This was the case of Azua. The municipal council claimed that they never received a copy of the Instruction of July 12, which provided the use of the economic resources without authorization of the General Administration of Internal Revenues (Administración General de Reales Rentas).25
According to a communication from Carlos Antonio Deschaste, member of the commission to administer the rebelsâ properties and commodities from Azua, the City Council from this city made the decision to invest the economic resources from the confiscation decree in some of the pressing needs of the city.
The City Council from Azua invested 401,080 pesos Fuertes in the following items:
Tools and road repairs 140.00
Payment to Ignacio Saviñon to pick up garbage in the town 4.00
Payment to capture lost oxen 4.00
Payment to capture cows and oxen from the rebels 20.00
Payment for material to repair the town wagon [Authorâs translation] 20.00
