Place Kahlúa, chile, and cinnamon stick in a small saucepan. Simmer for 2 minutes and then cover and let chile steep until plump, about 10 minutes. (Alternatively, combine these ingredients in a microwavable bowl, microwave for 2 minutes, cover, and let steep until chile is plump.) Remove chile and chop; reserve for garnish. Remove and discard cinnamon stick.

Return Kahlúa to a simmer. Meanwhile, scoop ice cream into a dessert bowl. Pour warm Kahlúa over ice cream and garnish with chopped chiles if desired.
