Voting on Referendum on the Union 17 March 1991

In the vote for an elected President conducted in the RSFSR, some 70 percent of those voting said “Yes”. Of the total eligible votes the figure fell to around 52 percent.

Overall the figures are favourable to the Gorbachev leadership though are somewhat marred by the number of non-voters. Opposition to the Union is also considerable: politically, 30 per cent of those voting represents a considerable minority and to these of course must be added those in the six republics who did not participate in the referendum. The plebiscite did not give the political leadership a resounding majority to legitimate the use of force against opposition.
