Equipment Producers

Before the breakup, most of the equipment producers had been shifted to the Telekom concern. When the USSR collapsed, Telekom was taken under the wing of the Department of Communication Equipment in the Ministry of industry of Russia. But Telekom had been a USSR organ, and they had to decide how to split it up. I think that as a "concern" Telekom had much less than full ownership rights over the equipment producers that were its members and was a coordinating body rather than an administrative superior. This made it possible simply to allocate its member enterprises to the republics where they were located. There are many facilities in Lithuania and Latvia, important ones in Ukraine, but few elsewhere. The Lithuanian and Latvian plants were probably formally made national property and were withdrawn from Telekom. The Ukrainian plants were nominally independent under the law on the state enterprise but were controlled by one of the Ukrainian ministries. But all the equipment producers outside Russia must have continued to have very close ties with Telekom. A proposal has been made to turn Telekom into a transnational holding company, and it is said that the Ukraine has given permission to include Ukrainian enterprises in it.35 The implication is that the Ukrainian property fund would swap some of its ownership of Ukrainian firms for shares in Telekom.36 Most of the plants would be eligible for privatization under the privatization programs of the various republics, though I have seen no description of any particular one being privatized. Presumably if they are corporatized and privatized, the resulting company could be a component in a Russian private or state-owned Telekom holding company or in a holding company. How that has turned out has not been revealed as of mid-1993.
