¼ cup kosher salt

2 tablespoons sugar

2 teaspoons fennel seeds, lightly crushed

2 tablespoons sour cream or crème fraîche, plus ¼ cup

1 tablespoon unsalted butter, melted, plus 1 teaspoon for frying

1 cup all-purpose flour
