Multiply is probably the best choice but if you look close you can see that it does something weird on the Eiffel Tower where the sky is actually visible on the foreground elements. Similar to how the sky was on the gargoyle in our first project. So let's get rid of that. Create a New Mask.

Go ahead and press B for the Brush tool. Make sure it's set to black and that the Brush Opacity (not layer opacity) is set to 20% and then just start brushing over the tower to brighten it back up and get rid of the sky from its surface.
