Chapter 16

Gangsters?

When Robert Williams and Lynn Brown next sat down with their team, they reminded them of the second major objective which had been discussed — that of dismantling or at least reducing the capabilities of organized gangs. For this, Williams primarily relied on the assembled FBI agents, but also wanted to utilize a few additional experts.

“D.C. Police Chief Katherine Ash, would you be willing to come up front and talk about the gang situation here in Washington? We’ve all heard stories, sometimes without any real evidence, about these gangs, but perhaps you can give us the unvarnished truth in your city.”

“First, I should warn you that no crime statistics have been collected here — or probably anywhere — since 2024, so I’m going to give you a picture of how things were five years ago, before the federal government decided to disarm local and state law enforcement. At that time, D.C. was ranked as the fourth worst city in the nation related to gang violence and danger, with Phillie, New York City, and L.A. being numbers one, two, and three, in that order, and Chicago as number five.

“D.C. has not experienced much of a presence of the gangs which have national notoriety, like MS-13, the Crips, the Bloods, and the Latin Kings. However, what we have to make up for it are what we’ve always referred to as neighborhood gangs. In other words, a particular gang controls a given neighborhood, and any gang-on-gang violence usually only occurs when someone violates another gang’s territory.

“For example, the Alley Mob of Condon Terrace, James Creek, Syphax Gardens, and 3-NK from southwest Washington, plus Little Vietnam, Barry Farms, and the Lench Mob. Unfortunately, those gangs have stolen literally everything there is to steal in their designated neighborhoods. Once they realized that, they branched out to areas of the city which most of our citizens previously regarded as safe, simply because that’s where the money was, hence, that’s where police protection was most active.

“Today, these gangs, as well as any number of barely connected groups, are to be found in formerly wealthy places like Georgetown, the National Mall, Bethesda, Friendship Heights, Dupont Circle, Chevy Chase, and Kalorama. In short, the previously safe places are no longer safe, and the neighborhood gangs are no longer willing to stay within the confines of their neighborhoods.”

“Special Agent Seward,” said Lynn Jones, “you’ve been here several years now. Do you have anything to add to Chief Ash’s remarks?”

“I wish I did, Director. I agree with the chief — there are no so-called safe zones in D.C. now. All the former tourist haunts that the gangs were previously smart enough to leave alone are no longer off-limits. If you’re walking on the street, even in broad daylight, it’s almost a given that you will be attacked. If you’re driving, you’ll be attacked. Taking a vehicle filled with gasoline by force is now their number one target, and perhaps kidnapping young women and girls are a not-too-distant second.
