Discussions with senior academic officers and examination of university documents suggest that Westmont University, in broad terms, is seeking to retain and expand its core values during a period of fiscal retrenchment. These core values are described in one recent university as “scholarly excellence,” “intellectual community,” and “interdisciplinary approach.”

The University core values have made it difficult to develop a targeted investment strategy, even during a period of fiscal retrenchment. As one administrator states, “The guiding principle at Westmont is excellence … excellence across divisions, excellence across the departments. That's not a very targeted strategy, and we're almost wealthy enough to pull it off.” What this means is that the University will continue to concentrate on strengths, as one university officer notes:

Fundamentally, it's a lot easier to build on excellence than it is to build on weakness. And this is a time when I think we need to preserve and build upon those places where we really are great, rather than to let them deteriorate and try to build up other things that are mediocre…
