Here are a few practical ways you can use Intelligent Restraint to improve horizontal alignment:

Map out your core value chain to clarify which functions you’re talking about. Show how the support functions connect with the other functions across the value chain.

Identify where decisions in the value chain impacting your profitability are made. Review these decisions to determine how to speed up or improve decision making.

Bring in customers to explore how the value chain works for them. I define a customer as someone who pays for products or services, as this avoids confusion and wasted effort when internal functions believe they are “served” by another rather than all working together to serve a real customer.

Set up a process to encourage debate about the relative importance of business versus functional priorities. Then get agreement on what absolutely must be done by when. All other “priorities” would then be optional.
