THE OLD EUROPE was beginning to crack. People who were unable to survive on the land were flooding into the towns and cities. This was partly because population was rising fast but also because fields and estates were increasingly fenced in by rich landowners to finance their profligate lifestyles.

In some ways this parallels events today in the developing world, which has rapid population growth and migration as well as a concentration of wealth in the hands of a few. Nowadays there is the added factor that the money extracted from the land is also being exported to the West. But in the 18th century a peasant did not have to look very far to see where a country’s wealth was piling up.
