It is of interest that the report should give the credit for the creation of the IAC to Lloyd George. Whilst the use of the tactic of creating a committee effectively deflected the opposition from the Presbyterians and their allies, it was still an attempt to deal with manifest unease about the organisation of army chaplaincy that existed in those Churches.

Bateson reported on the formation of the IAC to the Wesleyan Forces Board meeting held on 25 September 1915. It provided an insight into something of what had taken place before the deputation met Lloyd George, what was agreed, and the reservations that the Wesleyans still had about their treatment.

Minute 8 War Office Advisory Committee

The Secretary reported the appointment of an Inter-Denominational Advisory Committee on Chaplaincy Service, at the War Office, the object of which is to secure impartial treatment for the various Churches working in the Army. The Committee consists of Lord Derby, Chairman, Sir R.H. Brade, Vice Chairman, representatives of the Church of Scotland, English Presbyterian Church, Irish Presbyterian Church and Free Church of Scotland; the Wesleyan Church, and the United Board.

The Secretary read Minutes of the Meetings of this Committee held on August 18th and September 12th, 1916.

The Board unanimously approved of the appointment of its Secretary to serve as its representative on this War Office Committee. The Board further considered that the representations made by the Committee are altogether acceptable, and in the best interests of the work of our Church in the Army.15
