Liu Hei Ta’s army attacked Mingshui County fiercely. There was a moat of fifty feet wide around the city wall. Liu Hei Ta ordered his soldiers to dig two tunnels to the city. Li Shi Min tried three times to lead his troops to reinforce the defenders in the city but they were driven back. Li Shi Min was anxious. He was afraid that General Wang Jun Kuo could not stand up to the attack by the enemy. He gathered all the generals to find a way to relieve the defenders of Mingshui County. It seemed clear to the generals that when the tunnels were dug to the foot of the city wall, the city would surely fall into the hands of Liu Hei Ta. General Luo Shi Xin offered to replace General Wang Jun Kuo to defend the City of Mingshui County. Li Shi Min agreed. Li Shi Min mounted up a small hill and waved a flag to send signals to Wang Jun Kuo to make a breakthrough. Wang Jun Kuo commanded his soldiers to fight very hard to make their breakthrough. At the same time, Luo Shi Xin and three hundred men fought their way into the city to replace Wang Jun Kuo to defend the city. Liu Hei Ta attacked the city day and night. It happened that it snowed heavily, and for eight days the Tang army reinforcements could not get close to the City of Mingshui County. On 25 February 622 the city of Mingshui County at last fell. Luo Shi Xin was captured. Liu Hei Ta admired his bravery and intended to spare him. But Luo Shi Xin would rather die than giv himself up. Then Liu Hei Ta killed him. Luo Shi Xin was only twenty years old when he died. When Li Shi Min learned that Luo Shi Xin had been killed, he was very sad. He bought back the dead body at a high price, and then held a grand funeral to bury Luo Shi Xin.

On 29 February the Tang army under Li Shi Min recovered the City of Mingshui County. In March, Li Yi’s army and Li Shi Min’s army joined forces on the south bank of the Mingshui River. The Tang army camped on the south to Mingshui River. A detachment was sent to camp on the north bank of the river. Food supplies were transported to Liu Hei Ta from Yizhou (now Yixian, Hebei Province), Beizhou (now Qinghe, Hebei Province), Cangzhou (now Yanshan, Hebei Province) and Yingzhou (now Hejian, Hebei Province) by water and by land. Cheng Ming Zhen, the governor of Yongning of the Tang Dynasty, commanded a thousand men to attack the transportation escorts and destroyed all the food supplies.

Li Shi Min’s army and Liu Hei Ta’s army confronted with each other for more than sixty days. On 23 March, Liu Hei Ta launched a surprise attack on Li Ji’s camp. In return, Li Shi Min led an army in a sudden attack on the rear of Liu Hei Ta’s army so as to relieve Li Ji’s army.
