To this day, Inuit are considered ordinary citizens of Canada, without any special legal status. In the mid-1980s, officials of the Department of Indian Affairs and Northern Development, when queried, could only say that “[t]here is no federal statute which provides for a defined ‘legal’ Inuit status. Inuit ‘status’ is a matter of combined community and self-identification based on cultural, ancestral, or racial criteria and possibly territorial factors.”6

In relation to the disc system, this statement can provide a peek into how the Canadian government had at one time viewed the Inuit as a task to be undertaken not with bravado but with brevity. There is not another group of Indigenous Canadians who were without treaty or a lands claim at the time, or who had been given a disc number to be handled in the most unceremonious of manners. With little to no fanfare the federal government of Canada managed to eliminate the use of Inuit names. Overall,
