MAKE THE MACARONS: Line two baking sheets with parchment paper.

In a medium bowl, sift together the confectioners’ sugar and almond flour.

In a large bowl, using a handheld electric mixer, combine the egg whites and cream of tartar and beat on high speed until foamy, about 30 seconds. Reduce the speed to medium and gradually add the granulated sugar. Increase the speed to high and beat until stiff, glossy peaks form, 7 to 8 minutes. Using a rubber spatula, fold half of the dry ingredients into the meringue mixture. Then add the remaining dry ingredients and continue folding until the batter runs off the spatula slowly but continuously.
