The report recommends that:

Safety procedures onboard the Ana Marie be reassessed and revised to ensure safety of crew while at sea, such as mandatory wearing of personal floatation devices and tether lines during night and/or unsettled conditions, regardless of rank or role on ship.

Ana Marie undergoes thorough re-inspection by Maritime Safety personnel before cleared for further sea duty.

Authorities continue to investigate the testimony of crew members of the Ana Marie in order to clarify any discrepancies in their accounts of the night in question and events leading up to the disappearance of the skipper.

This report strongly recommends that crew of the Ana Marie be detained in their home port (Gladstone, Queensland) until police authorities are completely satisfied that none of the crew played a role in the disappearance and presumed death of their skipper, Henare (Henry) Manuel.
