George H. W. Bush certainly had some loyal friends. He would not suffer nor accept blame for any part of the Iran-Contra criminal re-supply effort. In 1984, the Sandinista government filed a suit in the International Court of Justice (ICJ) which resulted in a 1986 judgment against the United States. The ICJ held that the U.S. had violated international law by supporting the Contras in their rebellion against the Nicaraguan government and by mining Nicaragua’s harbors.

In 1986, the Reagan a acknowledged that funds from cocaine smuggling helped fund the Contra rebels. An FBI probe found that there had been a limited number of incidents in which known drug traffickers had established drug activity with the Contra rebels.324

The Iran-Contra Affair: Cast of Characters

• Barry Seal: pilot, drug smuggler, contract agent for the CIA, DEA informant, biggest smuggler in American history, murdered after threatening George H. W. Bush. (more details in the next chapter)

• Al Martin: retired U.S. Navy lieutenant commander and Office of Naval Intelligence, key witness to many Iran-Contra meetings, author of The Conspirators.

• Jeb Bush: Son of President George H. W. Bush, laundered money for the Iran-Contra affair, along with Oliver North; set up Barry Seal for assassination.

• George H. W. Bush: Vice president under Reagan and later president of the United States, formed and implemented plans to illegally fund Contras, worked closely with Felix Rodriguez and Oliver North, came under blackmail threat by Barry Seal.

• Oliver North: former Marine, assigned to National Security Council; worked directly with George H. W. Bush to set up and implement illegal funding of the Contras; along with Jeb Bush, set up Barry Seal for assassination by Colombian hit men.

• Medellin Cartel: at the time, the world’s largest cocaine producers and traffickers, attached to the drugs for arms sales to fund the Contras, headed by the Ochoa family.

• Richard Secord: former advisor to Vietnamese government, Air Tactical operations, war profiteer selling arms to terrorist groups, defrauded the U.S. government of money and services by overcharging and diverting extra profits for himself.

• Felix Rodriguez: Cuban-born original member of Operation 40, member of subgroup inside Op 40 which concerned assassination, member of anti-Castro brigade 2506, tracked and killed Che Guevara, trained members of Operation Phoenix in Vietnam, ran the supply depot in El Salvador for Iran-Contra, worked with Oliver North and George H. W. Bush.

• Terry Reed: Vietnam vet, recruited by Oliver North and Barry Seal to secure planes for Nicaraguan Contras, trained Contra pilots, set up warehouse in Mexico used for transshipment of drugs and arms for Contras, worked out of Mena, Arkansas, confidant of Barry Seal.

• Ted Shackley: CIA Miami station chief during Bay of Pigs; member of Operation 40; head of the “Secret Team” within Op 40 with Thomas Clines, Frank Sturgis, Felix Rodriguez, Rafael Quintero, Luis Posada Carriles, David Morales, and Edwin Wilson; head of Phoenix Program which in two years murdered 28,978 civilians; number two man in CIA; negotiated arms for hostages deal with Iran, an important player in Iran-Contra affair.
